What Al-Mu'akhkhir means
Al-Mu'akhkhir means the One who delays. He holds things back until their proper time: He gives people time to repent and delays punishment until a fixed term (71:4, 11:104). What He delays is delayed for a good reason, and what He brings forward comes at the right time.

The name itself is not in the Qur'an as a name, but its meaning is, as in this verse.
Said together with Al-Muqaddim, as in the Prophet's dua (Bukhari, Muslim).
