What Al-Muqsit means
Al-Muqsit means the Equitable, who acts with perfect fairness. He gives every person their right, and on the Day of Judgement He will set up the scales of justice so that no soul is wronged in anything (21:47). He loves those who are fair (49:9), and the Prophet (peace be upon him) said that the fair will be on pulpits of light with Allah (Muslim).

The name itself is not in the Qur'an as a name, but its meaning is, as in this verse.
Al-Muqsit is from the hadith list; the Qur'an says Allah upholds justice (qist) (3:18) and loves the muqsitin, the fair (49:9).
