What Al-Muntaqim means
Al-Muntaqim means the One who punishes the wrongdoers with justice. He does not hurry, and He gives people many chances to repent, but those who keep doing evil and turn away from His signs will face His justice (32:22). This name comforts the oppressed, because no oppressor can escape Him.

In the Qur'an
The name itself is not in the Qur'an as a name, but its meaning is, as in this verse.
In the Qur'an this meaning comes with who is punished, 'the criminals' (32:22), or as 'Owner of just punishment' (14:47). Scholars advise mentioning it in that context, together with His mercy, and not on its own.
