What Ar-Rafi' means
Ar-Rafi' means the One who raises up. He raises the believers and the people of knowledge in rank (58:11), raises good words and deeds to Himself (35:10), and raised Prophet 'Isa (peace be upon him) to Himself (3:55). Every rise in honour or rank comes from Him, not from people.

In the Qur'an
The name itself is not in the Qur'an as a name, but its meaning is, as in this verse.
وَتِلْكَ حُجَّتُنَآ ءَاتَيْنَٰهَآ إِبْرَٰهِيمَ عَلَىٰ قَوْمِهِۦ ۚ نَرْفَعُ دَرَجَٰتٍۢ مَّن نَّشَآءُ ۗ إِنَّ رَبَّكَ حَكِيمٌ عَلِيمٌۭ
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوٓا۟ إِذَا قِيلَ لَكُمْ تَفَسَّحُوا۟ فِى ٱلْمَجَٰلِسِ فَٱفْسَحُوا۟ يَفْسَحِ ٱللَّهُ لَكُمْ ۖ وَإِذَا قِيلَ ٱنشُزُوا۟ فَٱنشُزُوا۟ يَرْفَعِ ٱللَّهُ ٱلَّذِينَ ءَامَنُوا۟ مِنكُمْ وَٱلَّذِينَ أُوتُوا۟ ٱلْعِلْمَ دَرَجَٰتٍۢ ۚ وَٱللَّهُ بِمَا تَعْمَلُونَ خَبِيرٌۭ
Said together with Al-Khafid (the One who lowers), as scholars advise.

Seek to be raised by Allah through faith, knowledge and humility. Pray: Ya Rafi', raise my rank in this world and in the Hereafter.
